Minutes of the September 24, 2017 KCA Fall Meeting

Prior to the meeting, members were given the 2017 updated
financial report, the minutes of the previous meeting and a ballot for the
position of the Second Vice President. Nominees were Tom Licari, Dennis Somesso
and Jane Mooney. Warren Lem withdrew his nomination prior to the meeting by
email to the Board and was accepted.
The meeting was called to order by President Marsha Hunter and was
followed by the pledge of allegiance. A motion was made and seconded to waive
the reading of the June 4, 2017 minutes.
Financial Report of 2017 Season and Membership Report
Treasurer Daniel Bellemare gave the Treasure’s report, discussed
the paid versus non-paid members and gave a final balance of $7.865.68 with
additional bills to be paid. A discussion was held regarding a possible
increase in KCA dues as a result of lack of response from non-paid members. It
was also acknowledged that it would be helpful to manage the budget accordingly
if members paid their dues in a timely manner. Paul Barbara asked to bring
back the KCA auction. It was agreed that it would be brought back in 2018. The
auction will be held the preceding Friday of the KFD Installation Dinner
normally held in June. A list of volunteers will be given to Secretary
Christine Rosenblum. Vice President Gary Leone also mentioned a Kismet
Community Day to raise money as well. The financial report was approved.
Update on Army Corps FIMI Project
Joe Vietri gave an updated report on the Army Corp of Engineers
FIMI Project. He stated the beach is performing the way it should and be
replenished every four years. There is an overall budget of 1.3 billion dollars
to assist in beach recovery from the Fire Island Inlet to Montauk Point. There
are 4,500 homes to be elevated on Long Island in the near future. There is no
cash outlay and the money comes from federal taxes. Joe also mentioned that the
biggest worry isn’t the hurricane season but the nor’easter season.
Kismet Fire District and Department Reports
Gary Leone gave the Kismet Fire Department and District reports.
He advised members to know their address in Kismet. Most importantly, to give
the house number to their guests and tenants in case of an emergency and the
proper 911 procedures. The next budget hearing will be held on Tuesday October
17, 2017 at the fire house at 12PM. Gary spoke about the EMS agreement and that
taxes will increase by 1.6 % with an average increase of about $127.00 per
house. Gary congratulated Rudy Gurlich on his promotion to Lieutenant. Mike
Herman was thanked for his contributions to the fire department. Warren Lem
discussed the ISO rating and the procedures that are in place to lower our
rating for insurance purposes.
Community Maintenance Report and Children’s Playground Report
Sam Wood gave an update on the community maintenance report and
the children’s playground. Sam stated that garbage removal was the
primary expense and the cost varies due to the weather and the number of
visitors and renters Kismet has for the season. Kathy Decker discussed debris
left by dogs and Sam said he had added an addition waste removal station. The
problem is that owners are not picking up after their dog(s). Gene mentioned
the storm drains and that the Town of Islip came on two occasions. There is
still flooding concerns on the corner of Maple Walk and East Lighthouse Walk.
Kevin Butler suggested that homeowners put their garbage in
storage containers to help with rodents getting into their
garbage. There is no law in the Town of Islip regarding this and it is up to
each individual owner.
Old Business
Bill Jenks gave a report on the 2018 Kismet directory. The
Directory was passed around and members were asked to add or correct their
information. Bill likes the hard copy of the directory and the home town feel
of it.
Vice President Leone discussed the KCA by-law regarding one vote
for owners of multiple properties. After a discussion, members who own multiple
properties and pay their dues for each of their properties are entitled to one
vote per property. This was approved by the membership.
New Business
Susan Vonderosten asked if anyone was having issues with getting
an internet connection with Verizon. Apparently, all the lines are full and
Susan can’t get any service.
Elliott Epstein asked to speak regarding an online directory which
would be serviced by his company. He stated that this would help raise money
for the KCA. Discussions were held regarding security, privacy and cost.
Elliott then requested a vote from the membership to see who would be in favor
or opposed to an online directory. This resulted in a split vote. The KCA will
stay with a hard copy of the directory. The current Webmaster will maintain
control of the website.
Matt Barber recommended that the KCA Bulletin board (located on
the dock) be replaced with new plexiglass. It was agreed that it will be
replaced next spring. It was also recommended that a KCA donation box be placed
at the bulletin board as well.
Linda Nowacheck recommended that a mailing go out to all new
owners regarding the KCA and its privileges of membership.

The ballots were collected. Dawn Madsen, Dennis McCann and Neal
Mandel (members of the KCA) counted the votes. Tom Licari was elected 2nd Vice
President.
There being no further business, a motion was seconded to adjourn
the meeting.
